The translation is correct. These types of posters are all over the trains in Japan as an effort to encourage manners when smoking. Most of their posters are rather humorous.

This is the funny side of what can happen cause of the window blinds. The not too funny one is that every month a child gets strangled in the cords of the window blinds and I read about many cases of almost strangulation. So, for those with kids, take great care about them and maybe take off the blinds.
